现在重新调整战队系统分配OP权限功能，只有老队员和有贡献的队员，才能分配OP权限，避免给马甲分配。

这样以后有滥权，也不会是马甲账号，起码都是老帐号，被处罚才会心疼。

分配OP权限跟守服贡献，守将次数，攻将次数有关。

程序已经自动限制如下：

1级OP权限：守服贡献不少于100

2级OP权限：守服贡献不少于200，守将和攻将次数不少于2

3级OP权限：守服贡献不少于300，守将和攻将次数不少于3

4级OP权限：守服贡献不少于400，守将和攻将次数不少于4

5级OP权限：守服贡献不少于500，守将和攻将次数不少于5

6级OP权限：守服贡献不少于600，守将和攻将次数不少于6

7级OP权限：守服贡献不少于700，守将和攻将次数不少于7

8级OP权限：守服贡献不少于800，守将和攻将次数不少于8
